Based on legal provisions, you can authorize another person to submit for unemployment benefits. However, you can only authorize another person in certain circumstances.
Pursuant to Article 17 Decree 28/2015/ND-CP, you may only authorize another person to submit for unemployment insurance benefits in the following cases:
- Sickness, maternity leave certified by a competent medical facility;
- Having an accident certified by the traffic police or a competent medical facility;
- Fire, flood, earthquake, tsunami, enemy sabotage, epidemic diseases certified by the President of the People's Committee of the commune, ward or town.
Therefore, if you do not fall into any of the above cases, you will not be able to authorize another person to submit for unemployment benefits but must submit in person.
